INTRODUCTION
For the last few years, the Naval Research laboratory has been attempting to build robots that are similar to humans in a variety of ways. The goal has been to build systems that think and act like a person rather than look like a person, because the state of the art is not sufficient for a robot to look (even superficially) like a human person. There are at least two reasons to build robots that think and act like a human. First, how an artificial system acts has a profound effect on how people act towards the system. Second, how an artificial system thinks has a profound effect on how people interact with the system.
HOW PEOPLE ACT TOWARDS ARTIFICIAL SYSTEMS
“Everyone” knows that computers have no feelings, attitudes, or desires. Most people do not worry about hurting a toaster's feelings or cursing at a VCR. However, in a surprising series of studies, Cliff Nass has shown that people in some situations do, in fact, treat computer systems as social entities. Nass has shown that it takes very little “social-ness” for a person to treat computers (including robots, AI programs, etc.) as social creatures. For example, Nass and Moon (2000) examined people's application of social categories to computers. Nass and Moon (2000) compared users' interactions with two computer systems – a tutor and an evaluator – using different combinations of male and female voices. Even though the participants indicated that they knew they were interacting with a computer, and explicitly reported that the voice did not relate to the “gender” of the computer, or even the computer programmer, there were distinct genderrelated biases in the experiment data.

Agriculture was one of the first economic sectors studied in climate change impact research because of its importance to human survival and its well known sensitivity to climate (see d'Arge, 1975; Kokoski and Smith, 1987; Dudek, 1988; Adams, et al., 1989; Adams et al., 1990). Although these studies provide a methodological basis for studying the agricultural impacts of climate change, there are some important shortcomings in this literature.
First, early studies focused on conventional agricultural crops such as grain (e.g. corn and wheat) and soybeans. Results of these studies suggest that some regions of the United States, such as the Southeast, may suffer substantial economic losses if production of grains shifts to more northerly latitudes. However, since these southern regions are major producers of heat tolerant crops such as cotton, sorghum, fruits, and vegetables, failure to include such heat tolerant crops in previous analyses may overstate potential economic losses. In addition, the effects on livestock have been assessed through effects on the price of feed grains; direct effects of climate change on livestock weight gain and other performance measures are not addressed.
Second, previous analyses have incorporated only limited possibilities for farm-level adaptations or adjustments to climate change. There are several ways that farmers may be able to adjust. For example, if other inputs such as fertilizer or irrigation water are substitutes for “climate” in production, then farmers may be able to adjust input mixes to maintain or at least offset reductions in output levels in the face of adverse climate change.

In England during the last thirty or forty years of the eighteenth century, a body of political theory was gradually developed in support of government action in the field of education. With the realization of the social consequences involved in the changes taking place in industrial life came a recognition of the obligations of the state to provide for the education of its citizens. Many political and religious leaders expressed themselves on the advantages of education, indicating that the improvement of the mind would bring men closer to the goals of perfection in which these leaders believed: continued progress, moral purity, stable government, and economy.
